Absentee Voting

GENERAL INFORMATION

Military and overseas voters can vote by absentee ballot by using the process outlined in the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) administered by the MN Secretary of State's Office

ABSENTEE VOTING BY MAIL

**Remember to allow at least seven (7) days between requesting your absentee ballot and completing the voting process.

  1. Apply for an absentee ballot on-line through the MN Secretary of State's Office ;
  2. Access the County's website to apply online. OR
  3. Download an absentee ballot application -Ballot Application Print it, complete it, sign it and return it by mail to:

Follow the directions for registered voters provided to complete your ballot and accompanying envelopes OR follow the directions for unregistered voters provided to complete your ballot and accompanying envelopes.  Do NOT use anyone else's ballot to cast a vote.

Requirements for the return of an absentee ballot:

  • Absentee ballots delivered by mail must be received by the City Clerk or county election official by the last regular mail delivery on Election Day.
  • Absentee ballots hand delivered by an agent of the voter (a commercial delivery service or any individual other than the voter) must be received by the City Clerk or county election official by 3:00pm on Election Day.
  • On Election Day, voters may go to the polls to vote; however they CANNOT deliver their own absentee ballot to election officials on Election Day.
  • Absentee ballots CANNOT be delivered directly to a polling place.

Delivery of Ballots by Others:

The following voters may authorize an agent to pick up and return their absentee ballot in the seven (7) days immediately preceding Election Day.

  • Patients in hospitals, residential treatment facilities and nursing homes
  • Residents of group homes
  • Residents of battered women's shelters
  • Residents of assisted living facilities
  • Voters who are disabled
  • Voters who would have difficulty getting to the polls due to incapacitating health reasons

In order to have an agent deliver your ballot, you must complete and return the Request for Agent Delivery of Absentee Ballot form and the Absentee Ballot Application. You must have a pre-existing relationship with your agent. The agent will use these completed forms to pick up a ballot on your behalf, bring it to you and return your completed ballot to the City Clerk or county elections official. Each agent is allowed to deliver and return ballots for a maximum of three (3) voters. This service is available only in the seven (7) days immediately preceding an election. Ballots may be picked up from the City Clerk until 2:00pm on Election Day. Completed ballots must be returned to the City Clerk by 3:00pm on Election Day.

ABSENTEE VOTING HOURS AT CITY HALL:

​General Election scheduled for Tuesday, November 3, 2020

In-person absentee voting hours will be Monday through Friday from 8:00am - 4:00pm beginning Friday, September 18, 2020 with the following exceptions:

  • Saturday, October 31, 2020 - City Offices open extended hours from 10:00am - 3:00pm for the purpose of in-person absentee voting
  • Monday, November 2, 2020 - LAST DAY to submit or return an absentee ballot in person; City Offices open extended hours from 8:00am - 5:00pm for the purpose of in-person absentee voting
