2021 Budget

Each year, City staff creates and present an annual budget for the City Council to review and modify. The budget includes expenditures and revenues for the General Fund, Capital Improvement Plan, Debt Service Funds, Enterprise Funds, various Roads funds, and Special Revenue Funds. A preliminary budget is adopted by the Council by the end September each year, which is submitted for certification to Hennepin County. Once submitted, the preliminary levy can be lowered, but not raised. Final budget is approved by the City Council in December each year.

Things to know about the 2021 City Budget:

Like many of us, the Minnetrista City Council prepares a budget each year to pay for essential services such as police and fire protection, park and recreation services, roads, buildings, vehicles, equipment, staff compensation and much more. For the 2021, the City budget is $14,498,553 and a total net tax levy amount of $5,097,062 which is a 2.78% increase from 2020's tax levy. 

As a part of the budget process, the City Council adopts a property tax levy, which is the amount of money needed from property owners to pay for essential services. This local government tax is based on individual property values and collected through property taxes. 

Below are a few expenses that impacted the 2021 budget:

  • Compensation pay plan adjustments
  • Provide COLA/insurance/benefits for the 37 full time City employees
  • Roads Improvement and Maintenance projects
  • Pavement Management Plan
  • Public Works staff increased time spent on water duties and infrastructure duties
  • Capital Equipment Purchases
